AA's longest-serving flight attendant retires

A retirement party was held for an American Airlines flight attendant Barbara Beckett Monday as she celebrated her 53-year career with the company.

"It's something that I grew up wanting to do,? said Beckett, who is based in Miami. ?When I was very young my parents took me to the airport and I saw the stewardesses get off the plane. And I thought that's what I want to do.?

Beckett donned the American Airlines uniform for one last trip ? a last hurrah from Miami International Airport to London?s Heathrow Airport and back. Her flight was set to leave at 8 p.m.

Beckett has worked 8,000 flights for American, traveling the globe and going to places like Hawaii, Japan and Argentina.

The longest-serving flight attendant on American?s staff, she graduated from training on July 29, 1960, and has worked for the airline ever since.

Beckett?s longtime partner, her colleagues and friends, and some passengers wished her well at the gate before her Heathrow flight. Beckett said the first thing she wants to do once she retires is travel ? but she and her partner joked that she will be grounded for a while before booking a trip to Hawaii.

Japan's Abe aims to polish reform credentials with TPP trade decision

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe appears poised to raise the curtain on Act Three of his "Abenomics" drama with a decision to join talks on a U.S.-led free trade pact, seen by some as a test of his appetite for vital economic reform.

Abe's first two acts - big spending and a push for hyper-easy monetary policy aimed at reviving the economy - have met little political opposition, since few vested interests are harmed.

The next installment on structural reform - or as Abe prefers to call it, the "Third Arrow" in his policy quiver - now looks likely to begin with a decision in coming weeks to join talks on the Trans-Pacific Partnership (TPP), Japanese media say.

Financial markets are taking the expected decision as a sign that Abe - not known as an economic reformer in the past - is committed to opening Japan's economy, even at the expense of supporters of his conservative party, including those in the powerful farming lobby.

"I think it is sort of a test case whether Abe can push through reforms against certain interests in favor of others," said Robert Feldman, chief economist at Morgan Stanley MUFG in Tokyo. "He's delivered on monetary policy, now he'll have delivered on a politically difficult reform."

Echoing that sentiment, Nomura Securities this week raised its forecast for the Nikkei share average to 14,500 by the end of this year from an earlier 12,500, mostly on TPP hopes. That suggests a rise of 28 percent from current levels.

Skeptics, however, questioned whether joining the trade talks would really signal Abe's commitment to economic reform.

"He wants to tick the right boxes politically. He wants to project the image of a reformer," said Aurelia George Mulgan, a professor of Japanese politics at the University of New South Wales. "Whether he has the convictions, beliefs and ability to deliver in the areas that are required for economic growth is a big question mark. My answer is 'No'," Mulgan said.

Abe's government is to unveil a growth and competitiveness strategy including deregulation steps in June, and optimists see a decision on TPP as a harbinger of further reforms needed to unlock growth in Japan's long-stagnant economy.

The International Monetary Fund has urged Japan to join the TPP and carry out other economic reforms, including cutting Japan's huge public debt, relaxing regulations that stifle growth in sectors such as healthcare, and changes in the labor market to allow more immigration and older-age employment.

CHINA STRATEGY?

Abe, 58, returned to Japan's top job after his Liberal Democratic Party's (LDP) big election win in December.

Three months later, his voter ratings have risen to about 70 percent, a rare feat for a Japanese leader but a welcome sign for his party ahead of a poll in July for the upper house, where the ruling bloc lacks a majority. An election win would smooth the passage of legislation in parliament for Abe and keep him from becoming just one more revolving-door leader.

The 11 countries involved in the TPP talks, including the United States, Canada and Australia, which together account for 20 percent of global exports, have pledged to clinch a deal scrapping as many tariffs as possible. If Japan joins, it will face pressure not only to open up its agriculture market but service sectors such as insurance.

Abe's LDP had promised not to join the three-year-old TPP talks if that meant promising beforehand to scrap all tariffs.

That was never a real prerequisite. But Abe got political cover to join the talks at last week's summit with U.S. President Barack Obama, when the two leaders agreed that while all goods would be on the table for discussion, a prior pledge to scrap all tariffs was not needed just to start talking.

The joint statement referred to "trade sensitivities, such as certain agricultural products for Japan and certain manufactured products of the United States".

Japanese media said Abe had been expected to announce a decision as early as Thursday but will now take more time to soothe LDP worries about angering their supporters.

"The longer he leaves the decision, the more opposition will build," Mulgan said, noting Abe's two predecessors from the Democratic Party, now in opposition, had tried to join the talks but failed in the face of a rift in their own fractious party.

Japan's biggest business group, the Keidanren, has lobbied hard for TPP out of fear a failure to join would mean exporters fall further behind regional rivals, such as South Korea and China, while the country's powerful farm lobby is opposed.

Some experts, though, suggest a strategic desire to bolster the U.S.-Japan alliance in the face of a rising China may have more to do with Abe's motivation that any commitment to reform.

"This is Abe's way of spiting the Chinese without going to a war shrine," said Simon Evenett, a professor of international trade at St Gallen University in Switzerland.

During his 2001-2006 term, Prime Minister Junichiro Koizumi angered Beijing by visiting Tokyo's Yasukuni Shrine for war dead, seen by China as a symbol of Japan's past militarism.

Others echoed that view. "I think the main goal is not what TPP could do to open Japan's economy ... The main goal is a strategic one of countering the Chinese," said Daniel Sneider at Stanford University's Shorenstein Asia-Pacific Research Center.

How much economic impact joining TPP would have is unclear, and for sure, any effect will take time. "TPP alone may have a limited impact on GDP but it is significant taking into account (the positive impact on progress toward) other trade deals," said Yorizumi Watanabe, a professor at Keio University in Tokyo.

Oil fluctuates on Italy election, US economic data

NEW YORK (AP) ? The price of oil bounced around Tuesday as investors weighed the implications of political uncertainty in Italy, a rash of U.S. economic indicators and the latest assessment of the economy from the head of the Federal Reserve.

Benchmark crude for April delivery was down 50 cents at $92.61 a barrel in morning trading on the New York Mercantile Exchange. The price dropped below $92 earlier, and also briefly rallied into positive territory.

Stock and commodities markets were initially rattled by the possibility of political paralysis in Italy after nearly complete results in crucial national elections showed no clear front-runner. Investors worried that the uncertainty could intensify Europe's debt crisis.

"It seems that Italy is repeating the same story as Greece, bringing renewed uncertainty about European political and economic conditions and further volatility and nervous trading across the markets," said a report from Sucden Financial Research in London.

Oil cut into the early losses after U.S. economic data showed further improvement in sales of new homes and housing prices, as well as an increase in consumer confidence. U.S. stock indexes rose, looking to reverse a sharp decline on Monday.

The focus now turns to Federal Reserve Chairman Ben Bernanke, who delivered the central bank's semiannual report on the economy to Congress. In his opening remarks, Bernanke signaled that the Fed's efforts to keep borrowing costs low will continue.

Investors will also be monitoring fresh information on U.S. stockpiles of crude oil. Data for the week ending Feb. 22 are expected to show a build of 2.6 million barrels in crude oil stocks, according to a survey of analysts by Platts, the energy information arm of McGraw-Hill Cos.

In London, Brent crude was down $1.35 at $113.09 on the ICE futures exchange.

In other energy futures trading on Nymex:

? Wholesale gasoline fell6 cents at $3.20 a gallon.

? Heating oil dropped 5 cents to $3.04 a gallon.

? Natural gas fell 1 cent to $3.40 per 1,000 cubic feet.

Suspect in custody for dismemberment of NYC woman

Aerial view of area where body parts were found in bags strewn on a Bronx street early Tuesday.

By NBC News staff

A suspect is in custody for the dismemberment of a New York City woman whose body parts were found early Tuesday morning scattered throughout suitcases and plastic bags in a Bronx neighborhood.

Police believe the victim is a 45-year-old woman who has been missing since the weekend, NBCNewYork.com has learned.

The woman?s son, who called police to report her missing Tuesday morning, was being questioned, according to NBCNewYork.com.

A man walking his dog with his 12-year-old son in the neighborhood found a woman?s severed shoulder and two hands in a plastic bag and the rest of the body turned out to be scattered in suitcases and another bag elsewhere in the neighborhood.

The man first thought the bag was full of books, law enforcement officials told NBCNewYork.com. They said he moved to open it but noticed an SUV circling the block, so he took the bag around the corner and then found the body parts.

The man sent his son, who was along for the walk, to call police while the man kept walking the dog. Two blocks later, he found a suitcase and the dog sat next to it, and when the man opened it he found a woman?s torso, wearing a bra, law enforcement officials said.

Police later found a plastic bag with a leg and a foot inside, and nearby another suitcase with a leg and the woman?s head.

Law enforcement officials tell NBC 4 New York they found an empty box in her apartment that they believe contained a power saw. The apartment also smelled of bleach and was littered with latex gloves.

Long-Lost Continent Found under the Indian Ocean

beaches of Mauritius The beaches of Mauritius contain fragments of a type of rock typical of ancient continental crust ? rock which could have been brought to the surface by volcanic eruptions. Image: http://www.nature.com/polopoly_fs/7.9116.1361551494!/image/HIRES%2042-32415022%20reduced.jpg

The drowned remnants of an ancient microcontinent may lie scattered beneath the waters between Madagascar and India, a new study suggests.

Evidence for the long-lost land comes from Mauritius, a volcanic island about 900 kilometers east of Madagascar. The oldest basalts on the island date to about 8.9 million years ago, says Bj?rn Jamtveit, a geologist at the University of Oslo. Yet grain-by-grain analyses of beach sand that Jamtveit and his colleagues collected at two sites on the Mauritian coast revealed around 20 zircons ? tiny crystals of zirconium silicate that are exceedingly resistant to erosion or chemical change ? that were far older.

The zircons had crystallized within granites or other igneous rocks at least 660 million years ago, says Jamtveit. One of these zircons was at least 1.97 billion years old.

Jamtveit and his colleagues suggest that rocks containing the wayfaring zircons originated in ancient fragments of continental crust located beneath Mauritius. They propose that geologically recent volcanic eruptions brought shards of the crust to Earth?s surface, where the zircons eroded from their parent rocks to pepper the island?s sands. The team's work is published today in Nature Geoscience.

Crustal remains
The paper also suggests that not just one but many fragments of continental crust lie beneath the floor of the Indian Ocean. Analyses of Earth?s gravitational field reveal several broad areas where sea-floor crust is much thicker than normal ? at least 25 to 30 kilometers thick, rather than the normal 5 to 10 kilometers.

Those crustal anomalies may be the remains of a landmass that the team has dubbed Mauritia, which they suggest split from Madagascar when tectonic rifting and sea-floor spreading sent the Indian subcontinent surging northeast millions of years ago. Subsequent stretching and thinning of the region?s crust sank the fragments of Mauritia, which together had comprised an island or archipelago about three times the size of Crete, the researchers estimate.

The team chose to collect sand, rather than pulverize local rocks, to ensure that zircons inadvertently trapped in rock-crushing equipment from previous studies did not contaminate their fresh samples. The nearest known outcrop of continental crust that could have produced the Mauritian zircons is on Madagascar, far across a deep sea, Jamtveit notes. Furthermore, the zircons came from Mauritian sites so remote that it is unlikely that humans carried them there.

?There?s no obvious local source for these zircons,? says Conall Mac Niocaill, a geologist at the University of Oxford, UK, who was not involved in the research.

Also, it does not seem as if the zircons rode to Mauritius on the wind, says Robert Duncan, a marine geologist at Oregon State University in Corvallis. ?There?s a remote possibility that they were wind blown, but they?re probably too large to have done so,? he adds.

Other ocean basins worldwide may well host similarly submerged remains of ?ghost continents?, Mac Niocaill notes in an accompanying News & Views article. Only detailed surveys of the ocean floor, including geochemical analyses of their rocks, will reveal whether the splintered and now submerged Mauritia has any long-lost cousins, he suggests.

UFC 157?s Three Stars: Ronda Rousey, Robbie Lawler and Dennis Bermudez shine

UFC 157 completed the rare trick of living up to its intense hype. Who stood out as stars?

No. 1 star ? Ronda Rousey: Is there any better word to describe Rousey than star? After months of Rousey appearing on television, in magazines and on every site on the internet, she showed she's more than a media darling. Rousey not only escaped a submission attempt by Liz Carmouche, but also finished the fight with just 11 seconds to go in the first round. That's a star.

No. 2 star ? Robbie Lawler: Looking at this fight card, would you ever have guessed that Lawler would emerge as a star? Before returning to the UFC on Saturday, he lost three of his last five bouts. He was up against Josh Koscheck, who was eager to get a big win after losing to Johny Hendricks. But the power in Lawler's hands knocked Koscheck out in the first round, and earned Lawler a $50,000 Knockout of the Night bonus.

No. 3 star ? Dennis Bermudez: When the preliminary fights started, the Honda Center wasn't even half full. The UFC's tailgate was still going strong in the parking lot. But as Bermudez's bout with Matt Grice wore on, I noticed the stands filling up. Perhaps they heard about the Fight of the Year candidate happening inside, with Bermudez throwing everything he had at Grice, and Grice not only withstanding the punches but coming back with big punches of his own. They each took home a $50,000 Fight of the Night bonus.

Who were your three stars from the night? Tell in the comments, on Facebook or on Twitter.

Why Pluto can't have a moon named Mickey

NBC News' Alan Boyle joins the SETI Institute's Mark Showalter and Franck Marchis in a Google+ Hangout marking the end of the "Pluto Rocks" moon-naming contest.

By Alan Boyle, Science Editor, NBC News

Vulcan and Cerberus (or Kerberos) emerged as the people's choices for naming Pluto's tiniest moons in the SETI Institute's "Pluto Rocks" contest, which ended on Monday. But in the course of running the contest, the organizers fielded 30,000 write-in suggestions ? and you may well see some of those suggestions surface in the future.

"I've been delighted by the response," said Mark Showalter, a planetary scientist at the SETI Institute who played a leading role in the discovery of Pluto's fourth and fifth moons. Showalter was the point person for the moon-naming contest, which drew more than 450,000 online votes over the past two weeks.

More than 20 names were on the ballot, including Vulcan (the Roman god of fire) and Cerberus (the watchdog of the underworld). Vulcan was added to the list after the contest started, at the urging of "Star Trek" actor William Shatner, and grabbed the lion's share of the votes. But there were scads of other suggestions that weren't used, mostly because they weren't in line with the International Astronomical Union's tradition that the moons of Pluto should be named after figures from Greek or Roman mythology with some sort of connection to the underworld. Pluto was himself the mythological god of the underworld.

It's the IAU that has the final say over the names for the moons, which were discovered over the past couple of years and are now known merely as P4 and P5. Now that the crowdsourcing contest is over, Showalter willl be meeting with his colleagues on the discovery team and discussing whether to go with Vulcan and Cerberus or some other names. The names selected by the discoverers will then be considered by IAU committee members for adoption or reconsideration.

"It could take one to two months for the final names of P4 and P5 to be selected and approved," Showalter said on the "Pluto Rocks" website. "Stay tuned."

These two pictures of Pluto represent the Hubble Space Telescope's most detailed view of the dwarf planet, but pictures from NASA's New Horizons probe should provide better resolution.

{{/data.answerData}}

During a Google+ Hangout, Showalter mentioned the two most frequently suggested names that were left off the ballot. No surprise there: Considering that Pluto is a Disney cartoon character as well as a dwarf planet, you'd expect that Mickey and Minnie (as in Walt Disney's talking mice) would be the favorites.

"Yes, I am a big fan of Disney myself, but no, they are not compliant names," Showalter said. Although Mickey and Minnie make a cuter couple than Orpheus and Eurydice, they're not Greek or Roman mythological characters connected with the underworld.

Some of the other names, however, may come up again. When NASA's New Horizons probe sails past Pluto in 2015, still more mini-moons might be spotted. P6, P7 and so on would provide additional opportunities for the "compliant names" on Showalter's newly expanded list. And that's not all: New Horizons' camera could to snap pictures of previously unseen features on Pluto and its moons, That opens up a new frontier for names.

The names of planetary features don't have to follow the rules about Greek or Roman mythology: On Mercury, for example, craters are named after famous writers and artists. The hydrocarbon lakes detected on Titan, Saturn's largest moon, are named after the earthly lakes they resemble. Titan's mountains are named after the fictional mountains from "The Lord of the Rings" and other works by J.R.R. Tolkien, while the Saturnian moon's dark plains are named after planets from the "Dune" science-fiction series.

For Pluto and its moons, "we have all kinds of options," Showalter said. He noted that the naming suggestions followed some potentially appealing trends ? specifically, Norse mythological figures as well as characters and locations from the "Star Wars" movie series and H.P. Lovecraft's fantasy and horror tales. Might we hear about Mount Loki, the Hoth ice sheet or Cthulhu Crater in the years to come? Will some scientist pick up on the Vulcan connection and start naming the hills of a Plutonian moon after Worf, Quark, Chakotay and T'Pol? To paraphrase another character from the "Star Trek" saga: "Make it so!"

Kerry makes first foreign trip as top U.S. diplomat

LONDON (Reuters) - John Kerry views his first trip as U.S. secretary of state as a listening tour, but the leaders he meets will want to hear whether he has any new ideas on Syria, Iran and the Israeli-Palestinian conflict.

Kerry arrived on Sunday in London, the first stop on a nine-nation, 11-day trip that will also take him to Berlin, Paris, Rome, Ankara, Cairo, Riyadh, Abu Dhabi and Doha before he returns home on March 6.

After talks with allies in London, Berlin and Paris, the centerpiece of Kerry's European tour is a visit to Rome where he hopes to meet members of the Syrian opposition as well as a wider group of nations seeking to support them in their nearly two-year quest to oust Syrian President Bashar al-Assad.

Those talks, however, appeared to be in some doubt as a result of dissension within the opposition about the utility of such international meetings given the continuing violence.

Nearly 70,000 people have been killed in Syria's civil war in the last 22 months since fighting broke out between rebels trying to oust Syrian President Bashar al-Assad and government forces and allied militias.

"The Syrian opposition leadership is under severe pressure now from its membership, from the Syrian people, to get more support from the international community and in that context there's quite a bit of internal discussion about the value of going to international conferences," the official told reporters travelling with U.S. Secretary of State John Kerry.

"The point that we're trying to make ... is that they have an opportunity in Rome with the meeting that the Italians have offered to host to see the very countries that have been their greatest supporters," the official said.

President Barack Obama has limited U.S. support to non-lethal aid for the rebels who, despite receiving weapons from countries such as Qatar and Saudi Arabia, are poorly armed compared to Assad's army and loyalist militias.

U.S. officials travelling with Kerry declined to say what new thoughts he may have on ending the violence.

They also said they did not expect any breakthroughs in Berlin on Tuesday when he meets Foreign Minister Sergei Lavrov of Russia, which along with China has blocked U.N. Security Council resolutions to sanction the Assad government.

Russia has said that insisting on Assad's departure as a condition for peace negotiations between the government and the opposition would prevent such talks from ever taking place. The opposition, backed by the United States and much of Europe, has made plain Assad can play no role in a future Syrian government.

"We are not expecting this meeting to be a big breakthrough either, but we're going to keep working it," a second senior U.S. official told reporters with Kerry.

IRAN TALKS

Kerry makes his first foreign trip as senior U.S. diplomats, along with counterparts from Britain, China, France, Germany and Russia, will meet Iranian officials on Tuesday in Kazakhstan in an effort to persuade Iran to curtail its nuclear program.

The United States and many of its allies suspect Iran may be using its civil nuclear program as a cover to develop atomic weapons, a possibility that Israel, which is regarded as the Middle East's only nuclear power, sees as an existential threat.

Iran says its program is solely for peaceful purposes, such as generating electricity and making medical isotopes.

Bruce Riedel of the Brookings Institution think-tank said Saudi King Abdullah would regard himself, rather than Kerry, as the listening party and want to hear of any new U.S. approaches on the Israeli-Palestinian conflict, Iran and other issues.

"There is not a high level of expectation that it is going to be able to break the logjam on the Israeli-Palestinian conflict, get Iran to give up its nuclear weapons program and topple Bashar al-Assad," he added. "The Saudis will understand that Kerry will try to put a new face on policies which are now pretty well known but they will be looking for what's new."

Do you express affection to avoid an argument?

A new study reveals we're cuddling to avoid confrontation.

We've all been there: You're in a relationship for a while and you become comfortable. It's great right? You would think so, but when does comfortable become complacent?

More from YourTango: Love Bytes: The Most Awkward Places To Meet Guys

According to a recent study?from DePaul University, more and more people in relationships are expressing affection to mask their true feelings.

Rather than reveal our bad moods or start an argument, the study found that it's quite common to cuddle, hold hands and carress our partners. In fact, non-married individuals expressed deceptive affection three times a week to?their significant others.?

"Couples use deceptive affection because they feel negatively about their partner and want to save face, avoid embarrassing their partner or sidestep a situation that may land them in hot water,"said DePaul University's Sean Horan, Ph.D.

So, are we staying in relationships we no longer find fulfilling?to avoid?facing inevitable arguments or?a breakup? Or is this just a habit?

Gutierrez resigns from Citigroup to head immigration reform effort

Former U.S. Secretary of Commerce Carlos Gutierrez (Matt McClain/The Washington Post via Getty Images)

Former U.S. Secretary of Commerce Carlos Gutierrez has left his job at Citigroup to head up a political action committee designed to support Republicans who back immigration reform.

The recently formed super PAC, called Republicans for Immigration Reform, will financially back Republicans who embrace "common-sense" comprehensive reform, which includes giving legal status to most of the nation's estimated 11 million illegal immigrants. It's conceivable that conservative politicians who vote for a pathway to citizenship for this group could face primary challenges from people running to the right of them on immigration, for instance. In those cases, Gutierrez told The Washington Post, the PAC will provide "backup" to Republicans who supported reform.

Gutierrez, who served as secretary of commerce under George W. Bush, immigrated from Cuba with his family when he was 6 years old. He served as CEO of the Kellogg company and more recently as vice chairman of Citigroup.

"The upcoming immigration reform debate will be one of the most important public policy discussions America engages in this century," Gutierrez said in a statement. "In this spirit and understanding, I've decided to dedicate my full time and energy to Republicans for Immigration Reform and this critical legislative effort."

How many immigrants does South Africa have? That depends who you ask.

Immigration is a hot-button issue in South African politics, but one of the most important questions about migrants remains the most basic: How many are there?

South Africans often assume that since the end of apartheid and the coming of democracy in 1994, there has been a huge wave of migration into their country from the rest of the continent.?Stories abound of entire Johannesburg neighborhoods that are now Nigerian or Congolese ? and of immigrants taking over certain crime syndicates. Over the past five years, there have been multiple waves of xenophobic riots against Zimbabwean refugees in South Africa who, with the benefit of high education standards in their home country, are seen by township dwellers as competition for scarce jobs.?

But how many immigrants does South Africa really have? That depends on who you ask.?

The country's?Human Sciences Research Council?once estimated that there are 4 to 8 million undocumented migrants in South Africa, but later withdrew the figure. Those numbers nonetheless still make their way into the press ? and the public consciousness ? despite the fact that?Statistics South Africa, a government agency,?estimates undocumented persons in the country to be somewhere in the range of 500,000 to 1 million.

Using other demographic data, however, a team of academics at the?Forced Migration Studies Program?(FMSP) at the University of the Witwatersrand in Johannesburg has produced their own set of statistics. They estimate?that the overall foreign population in South Africa ranges from 1.6 to 2 million, or 3 to 4 percent of the total population. They also report that there are between 1 and 1.5 million legal and illegal Zimbabwean immigrants in South Africa.

Because of its stability, highly developed infrastructure and first-world amenities, many elites from Nigeria, Congo, and other African countries travel to South Africa, and the wealthiest often have houses there. They are a population of high visibility.?So too are the receptionists and others, born in Zimbabwe,?who deal with the public. But South Africa has a total population of more than 50 million, and the numbers of these highly visible migrants are relatively small. Most immigrants, on the other hand, work in low-wage and informal sectors of the economy, filling the ranks of the country's security guards, street hawkers, and domestic workers.?

For sake of comparison, about 11 percent of the US population is made up of immigrants, according to the?Center for Migration Studies.?

French President Hollande Gets UN Peace Prize for 'Contribution to Peace in Africa'

The President of France, Fran?ois Hollande, will receive the United Nations cultural agency's peace prize this year for his "valuable contribution to peace and stability in Africa," it was announced today.

"After analyzing the global situation, it is Africa that held the attention of the Jury with the various threats affecting the continent," said the former President of Mozambique, Joaquim Chissano, who chaired the Jury of the F?lix Houphou?t-Boigny Peace Prize.

"Having assessed the dangers and the repercussions of the situation on Africa, and on Mali in particular, as well as on the rest of the world, the Jury appreciated the solidarity shown by France to the peoples of Africa," Mr. Chissano said after the Jury's meeting in Paris.

The award, created in 1989 by the UN Educational, Scientific and Cultural Organization (UNESCO), honours people, institutions and organizations that have contributed significantly to the promotion, research, preservation or maintenance of peace. It is named for the first president of C?te d'Ivoire.

Northern Mali was occupied by radical Islamists after fighting broke out in January 2012 between Government forces and Tuareg rebels. The conflict uprooted hundreds of thousands of people and prompted the Malian Government to request assistance from France to stop the military advance of extremist groups.

"The Jury condemns the violation of Mali's territorial integrity, the violation of human rights, the taking of hostages and the destruction of the cultural heritage of humanity in Timbuktu," Mr. Chissano said. "The Jury therefore decided to award the F?lix Houphou?t-Boigny Peace Prize to Mr. Fran?ois Hollande, President of the French Republic, for his great contribution to peace and stability in Africa."

Previous winners of the prize include former Brazilian president Luiz In?cio Lula da Silva; Nelson Mandela and Frederik W. De Klerk; Yitzhak Rabin, Shimon Peres and Yasser Arafat; King Juan Carlos of Spain; and former United States President Jimmy Carter.

The award ceremony for the prize - which consists of $150,000, a gold medal and a diploma - will be held on a date to be announced.

Your Email Marketing Should Be Open to Seeing Other Internet ...

Filed under: Sales and Marketing, Sales and Marketing

email-marketing1[2]

I?ll admit: most company marketing emails I get on a day-to-day basis, even those whose communications I opt into, are mostly looked at with half a glance. But the other day an email from Litmus landed at the top of my inbox posing the question, ?Which browser dominates for webmail usage?? Well?that is a very good question. Email marketing is very much a part of my workday, but I didn?t have a clue. Curiosity, piqued.

As a dedicated Firefox user who thinks Internet Explorer went out of style with boy bands, I was surprised to find out from Litmus? article and infographic that IE is still the big cheese for users checking Web-based email. However, certain trends are suggesting a shift. For instance, Chrome adoption has quadrupled in a year?s time, and IE experienced notable decreases in both general and email browsing in just 6 months.

What does this mean for business? If your company uses email marketing, keep all the current browsers in mind when you?re marketing your products and services. Translation: what you put out there better look and read spiffy in IE, Firefox, Chrome, Safari, etc. (and let?s not forget folks looking on their smartphones!) Although you or your company may go steady with one platform, think of your current and future customers who may be browsing in other ways.

PayDay Loans Online Mag For ProAdvice and Finance News ...

Around 10 million consumers have errors on their credit reports, most of which are not made by the consumers themselves. The errors could make the consumers unable to apply for loans or charged with higher interest rates.

The Federal Trade Commission made a study by looking into the credit reports for 1,001 consumers from three major credit bureaus, which are TransUnion, Experian, and Equifax. The agency found out that around 25 percent of consumers had at least one error in at least one of the three major credit reports. Errors include the number of mortgage or credit card payments a consumer had missed or the number of loans that were sent to collection agencies.

The findings of the Federal Trade Commission highlight the sinister nature of the credit reporting industry. Credit bureaus has the power to make or break a consumer?s creditworthiness without being required to get the person?s permission to collect and sell files regarding one?s financial affairs.

Thousands of corporate databases are available for a fee in the digital age and it is easy for credit companies to collect information. They don?t need to get the permission of the consumers. 40 million Americans have errors in their credit reports and most of them don?t know about it. 10 million got mistakes that are too grave to cause people to be denied or charged more for insurance or credit or even the ability to get a job.

Experian, TransUnion and Equifax spent more than $2 million on lobbying in 2012 and this could mean that a crackdown on the industry will be far from the agenda of lawmakers in Capitol Hill. The political expenditures by the credit bureaus are compiled by the Center for Responsive Politics.

The credit reporting industry began in 1898 when Cator Woolford, a Tennessee grocer, made a list of customers for local grocers? association that included indications of their creditworthiness. Other merchants wanted to buy the list and soon after that, Woolford started her credit reporting business. By 1901, Woolford?s Retail Credit Co. was supplying credit data to the insurance industry. In 1979, it changed its name to Equifax.

It's a deal! OfficeMax, Office Depot to merge

Is there a deal or isn't there? Apparently there is.

The boards of Office Depot and Office Max confirmed Wednesday that they agreed to combine the two companies in a $1.2 billion, all-stock deal that could alter the balance of power in the office supply retail market.

The boards of both companies approved the deal after a confusing morning in which the deal was announced prematurely.

The deal, one of several large-scale acquisitions announced within the last week, had been buried within Office Depot's fourth quarter earnings release, which is not a typical way that companies trumpet a deal of this size. A source told Reuters that the statement had been a draft and that, at the time, the deal was not yet completed.

Under the terms of the deal, OfficeMax stockholders will receive 2.69 Office Depot common shares for each share of OfficeMax common stock. In a joint statement, the office suppliers said the new company would be valued at $18 billion. The new company would have an equal number of Office Depot and Office Max directors on its board.

The two companies are competitors to Staples, the world's largest supplier of office goods. The deal may be an attempt by both OfficeMax and Office Depot to become more competitive with Staples, even as they confront declining market share and consumers that move to buy online.

Sony: PSN games won't transfer to the PS4, nor will your game saves

It's the morning after the night before, and Sony Worldwide Studios president Shuhei Yoshida has just confirmed to us that current-generation PSN titles won't transfer across to the PlayStation 4. The company admitted last night that PS3 games wouldn't be compatible with the latest console, but has added that it will try to make titles playable "in some form." Because the architecture of the Power-PC-based PS3 and x86-based PlayStation 4 are so different, Sony will only bring across games that don't guzzle the latest console's power in emulation. The executive also said that the company aims to offer server-side and cloud services to offer a wider library of older games, but said that's one for the "longer term."

Happy 540th Birthday, Copernicus, have a Google Doodle

It may be obvious now, but when Heliocentrism was cooked up by Nicolaus Copernicus, he was branded a heretic. The idea that the Earth orbited the Sun, conceived without the aid of any equipment, would only be proved half a century later, when Galileo built a telescope and pointed it heavenward. Fortunately, ol' Nick's contribution hasn't been forgotten, and so today's Google Doodle shows the planets all gently orbiting our nearest star.

Who are you wearing? USPS launching clothing line

Move over Northface, The U.S. Postal Service is dropping Saturday mail delivery and picking up a new line of clothing. On Tuesday, USPS announced plans to launch a new line of all-weather apparel and accessories.

The line, which is expected to launch in 2014, will include all-weather jackets, headgear, footwear and clothing which accommodates devices such as iPods.

Isaac Crawford, CEO of Wahconah Group, Inc. tells ABC News that this is going to be an "Image-concious, first class, high end line."

Crawford says that there is a two sided phase to this "Rain Heat & Snow" all weather line.

"One side represents the legacy, the romanticism of the postal service, the idea they started the same time that the country did."

He continues, "We are looking at carrying some of that forward but we are also trying to be innovative? We want to make it into something that everyone will be interested in today."

Steven Mills, Postal Service corporate licensing manager, said in a statement that the agreement is intended to put the Postal Service on the "cutting edge of functional fashion."

Read More About The Postal Service Here

The Postal Service has entered a licensing agreement with Cleveland- based Wahconah Group, Inc., a design and manufacturing firm. The designs will be displayed in a showroom in the Garment District in New York City. The line is initially geared to target men but will eventually aim to create a line for women as well.

In 2012, the USPS suffered a $15.9 billion loss. Now, cash-strapped agency is in the midst of a major restructuring and is using its "Rain Heat & Snow" brand to bring in profit and stay relevant.

Douglas County schools to give pay hike, but union calls it a mirage

?The financial situation for the Douglas County School District appears to be leveling out after four years of budget cuts.

Douglas County plans no cuts for the 2013-14 school year and will give a 2 percent pay increase to all employees, the second year in a row teachers would receive pay hikes.

That was among the recommendations Superintendent Liz Fagenmade to the school board Tuesday night.

"We want to send a signal to our employees that they will have a raise next year," Fagen said before Tuesday's meeting. "They are going to have more money than this year."

But teacher union president Brenda Smith said teachers will actually be making less next year than they did this year, because the proposed salary does not include a one-time stipend and the base salary also is slightly lower.

"What she's proposing is just a mirage," Smith said. "It's misleading information."

Among Fagen's other recommendations:

? Eliminate the $25-per-student technology fee, which would save parents a total of $1.2 million;

? Absorbing a 0.9 percent increase in PERA benefits and increases in health insurance costs ranging from 6 to 8 percent.

There are about 65,000 students in Douglas County schools. This year, the district received a little more than $6,100 per pupil under the state school finance act. Worst-case scenario, the schools will receive an additional $200 per pupil, including a $125 increase from the state and a $75 one-time payout from the district.

The board will approve its budget later this year.

While the extra money for each student does not seem like a lot, it means plenty for schools that have seen either class sizes grow or teachers taking on more students than in previous years.

Legend High principal Corey Wise said the extra cash will work out to the equivalent of two full-time teachers across several departments at the Parker school.

"Any time we're a growing school, it's going to go to classes and increase in teachers," Wise said. "We get to hire more teachers."

But like with most things in Douglas County, the news can be seen from different vantage points.

Some believe the district has a carryover of its general fund of about $84 million, but that number has been disputed by the district. Regardless, that has led some to criticize the district for not putting the extra money back into the classroom.

"We are lacking basic funds to adequately serve our kids," Smith said. "What she is putting out is simply not enough to get our schools to where they need to be."

However, district officials say some of that money has already been spent or is earmarked for classrooms going forward. They project an end balance of $51.9 million at the end of this school year, and an unassigned fund balance of $15 million.

"We inherited an unhealthy budget situation," Fagen said, "and we've worked hard to stabilize it by spending the money we have, not the money we hope to have."

Promise of Green Jobs, Social Equity in Sustainable Water Investments

Enhancing the sustainability of U.S. water resources is an increasingly pressing challenge facing urban, suburban and rural communities across the U.S. Crafting and carrying out sustainable water strategies can create substantial numbers of green jobs in a wide range of professions and address the issue of social inequity, as well as problems associated with drought, flooding, and water contamination, according to a new report from the Pacific Institute.

In Sustainable Water Jobs: A National Assessment of Water-Related Green Jobs, Pacific Institute researchers identify ?136 different kinds of jobs involved in implmenting sustainable water strategies, from plumbers to landscapers, engineers to water irrigation specialists.?

?There is great potential for partnerships between labor, business, water experts, community organizations, and policy makers to design projects and policy that are a win-win for jobs and for water improvements,? the Pacific Institute?s Eli Moore was quoted in a press release. ?Such partnerships can align worker training and certification with industry and community needs and design policy that maximizes creation of high quality jobs.?

The Pacific Institute study determined that 10-15 jobs are created by investing $1 million in alternative water supply projects; 5-20 new green jobs are created from a $1 million investment in storm water management; 12-22 jobs by investing same in urban conservation and efficiency; 14.6 jobs from agricultural efficiency and quality; and 10-72 new green jobs from a $1 million investment in restoration and remediation.

Also well worth noting among the report?s conclusions is the potential impact of sustainable water partnerships and investments on the wide range of green job opportunities that can be created, investments that can address what?s become a particularly troubling issue in the U.S.: socioeconomic equity.

?This research indicates that water policy can expand demand for workers without bachelors or advanced degrees if occupational training programs and pathways to jobs are created,? Moore elaborated. ?However, the occupations with median wages below the national median demonstrate that measures to improve job quality must also be a priority.?

?It?s key to include local hiring and minority hiring requirements and incentives that increase contracting and hiring with individuals from local and disadvantaged communities,? he continued. ?Water utilities, state water agencies, and planning departments should consider job quality, training, and targeted hiring as an integral component of sustainable water project design and implementation.?

?Federal mandates that require water improvements and promote green strategies ? such as the recent storm water guidelines and green reserve programs in State Revolving Funds ? work to meet anticipated water resource needs in ways that improve, rather than ignore, social equity, ecological conditions, and long-term sustainability of human-ecological systems. They also make labor demand more predictable and allow for more effective planning of green jobs programs,? the report authors conclude.

Included in the Pacific Institute?s report are six case studies of organizations that are providing training and employment in sustainable water:

Amigos de Rios in Altadena, CA
Groundwork Portland in Portland, OR
Limitless Vistas in New Orleans, LA
Sustainable South Bronx in Bronx, NY
Verde in Portland, OR
YouthWorks in Santa Fe, NM
