Egyptians pack Tahrir on eve of Mursi inauguration

CAIRO (Reuters) - Muslim Brotherhood supporters flocked to Cairo's Tahrir Square on Friday to hear Mohamed Mursi speak on the eve of his inauguration as Egypt's first Islamist, civilian president.

The rally's slogan, "Powers of the president", heralds what may prove a prolonged struggle between the Islamists and army generals who have imposed stark curbs on presidential prerogatives before they formally hand over executive authority.

Crowds in Tahrir, the hub of last year's revolt against ousted leader Hosni Mubarak, chanted "Mursi is president of the republic" and waved Egyptian flags with his picture inset.

"A full revolution or nothing. Down, down with military rule," they shouted. "We, the people, are the red line."

The military council that pushed Mubarak aside on February 11, 2011 has supervised a chaotic stop-go transition since then, holding parliamentary and presidential elections, but then effectively negating their outcome to preserve its own power.

Mursi, who attended weekly Muslim prayers at al-Azhar mosque, was expected to address the nation from Tahrir at about 6 p.m. (1600 GMT). He will swear his oath of office at 11 a.m. on Saturday before the Supreme Constitutional Court in Cairo.

The usual venue is parliament, but the same court dissolved the Islamist-led lower house this month in a ruling backed, if not orchestrated, by the army, apparently unwilling to let Islamists control the legislature as well as the presidency.

"Do we accept that parliament is dissolved?" cheerleaders from the Brotherhood's Freedom and Justice Party (FJP) asked the throng in Tahrir. "No," the party faithful thundered back.

Mursi was declared president last Sunday, a nerve-racking week after a run-off vote in which he narrowly beat ex-air force chief Ahmed Shafik, who was Mubarak's last prime minister.

After being sworn in as the first freely elected civilian president of the most populous Arab state, Mursi will give a speech at Cairo University, a presidency statement said.

MILITARY CONTROL

Hundreds of protesters have been camped out in Tahrir for weeks to press the army to transfer power to civilians.

"I'm here to tell the military council that we, the people, elected parliament so it is only us, the people, who can dissolve it," said Intissar al-Sakka, a teacher and FJP member.

She, like many of the women in Tahrir, was wearing a waist-length "khemar" veil of the kind favored by Mursi's wife.

The military council has long promised to hand over power to the next president by July 1, but army sources said the ceremony had been postponed, without giving a reason or a new date.

The generals have seized new powers this month, giving themselves veto rights over the drafting of a new constitution, naming a National Defence Council to run defence and foreign policies and decreeing their control of all military affairs.

The army may have won the skirmish over where Mursi takes his oath, but the Brotherhood is likely to wage a protracted campaign to loosen the military's grip on the new Egypt.

Yet it will be vital to keep such tensions in check if Egypt is to overcome economic woes that have seen foreign reserves drop by more than half in the turmoil since Mubarak's fall.

The International Monetary Fund has made a possible $3.2 billion loan conditional on broad political support for the fiscal discipline it would demand.

The Muslim Brotherhood knows it must focus on the economy to stay popular with voters, who gave it much less support in the presidential poll than in the earlier parliamentary election.

Scenes at the presidential palace occupied by Mubarak for three decades encapsulated the rise of an 84-year-old Islamist movement he had banned, constrained and often persecuted.

Bearded men, some in white robes, others in suits, milled around the palace while Mursi held talks on Thursday with the Muslim Brotherhood's supreme guide Mohamed Badie and consulted clerics from the al-Azhar seat of Islamic learning, hardline Salafis and independent evangelical Muslim preachers.

Many seemed dazzled by the grandeur of their surroundings or intrigued to be walking once-forbidden halls of power.

Security guards, still there from the Mubarak era, shook their heads in frank amazement at the bearded conclave.

After the Brotherhood's Badie entered the gates, one remarked: "Good God, these men were in prison before and wouldn't have dared walk past the compound. Look at them now."

Many Egyptians swarmed around outside, hoping to meet the homespun president-elect with grievances and petitions. Security men complained it was hard to impose order because Mursi had given instructions that people should not be turned away.

After the talks, Mursi's Islamist visitors at the palace in Cairo's Heliopolis district broke a daylong fast with hundreds of takeout meals in cardboard boxes hauled in by palace guards from an army-owned local restaurant - one of the many commercial interests developed by the military over the decades.

The military, the source of every previous president in the Arab republic's 60-year history, runs business enterprises accounting for an estimated one third of the economy.

It does not intend to jeopardize the $1.3 billion a year it receives in military aid from the United States to back Egypt's 1979 peace treaty with Israel, widely criticized by Islamists.

Mursi has said he will respect Egypt's international obligations and does not want to take the country back to war.

Study: Rural Utah needs rec jobs more than urban areas

Economy ? Tourism and related industries are labor godsends.

Utah?s rural counties rely on recreation and tourism to provide jobs and boost economies more than their urban and suburban counterparts.

So says a newly released report commissioned by the conservation group Sportsmen for Responsible Energy Development and produced by Southwick Associates.

In fact, recreation and tourism account for 14.8 percent of the workforce in rural Utah. Only retail trade, at 18.4 percent, supplied more jobs in those counties.

By contrast, recreation and tourism in Utah?s urban/suburban counties make up 11 percent of the jobs, with manufacturing (11.3 percent), health care (11.8 percent) and retail (13.8 percent) providing more labor opportunities.

Statewide, recreation and tourism is the third biggest jobs generator, accounting for 11.1 percent of 2009 employment.

"If our goal is to support and grow local economies in rural Utah, we should be striving for a balanced land-use policy, which focuses on growing and protecting recreation and tourism," said Bob Dibblee, president of the Utah State Council of Trout Unlimited. "In particular, fishing and hunting bring more than $700 million to the Utah economy each year. These hunting and angling opportunities need active protection and support, or we?ll lose economic benefits now and future opportunities for our children and grandchildren."

The report is the first state-specific study to emerge from a larger report released in May.

That study, "Conserving Lands and Prosperity," focused on the economic benefits of preserving fish and wildlife populations and natural/scenic areas in the Rocky Mountains.

Sportsmen for Responsible Energy Development touted that report to show that, at least economically, recreation and tourism should be viewed with equal attention as energy development when it comes to land-use decisions.

"The important thing to recognize about recreation and tourism is that you are not exporting anything to bring in money," said Tom Allen of Southwick Associates. "Recreation and tourism in rural Utah counties bring in new money like any export sector would."

According to the latest report, mining, quarrying and oil and gas extraction provide 10.1 percent of jobs in rural counties.

"The extraction industries are very important to rural economies, there is no denying that," Allen said. "To have true multiple-use lands, things have to be done in a certain manner."

Mayor Ed Lee Considering Stop-And-Frisk Policy For SF

Here we go. San Francisco Mayor Ed Lee is considering a rather controversial (for San Francisco) tactic in order to reduce crime. It's the stop-and-frisk method already used by police in other cities like Los Angeles and New York City. And it works like this: police stop anyone they deem suspect and search them for illegal weaponry. It would also be used as a(n ineffective) tool in the war on drugs. The random selecting would be at the discretion of law enforcement. This is where it gets racist-y.

The Chronicle reports [emphasis ours]:

"Civil rights groups and others have denounced stop-and-frisk policies in various cities as a racist approach that disproportionately affects Latino and African American residents. Several thousand demonstrators marched through New York's streets this month to protest the policy.

"A recent report by the New York Civil Liberties Union found that the vast majority of people stopped by police there were black or Latino, and that of 686,000 people stopped in 2011, 88 percent of them had done nothing wrong."

Those who supports stop-and-frisk, however, say that it will help to get guns off the streets and thus stop killings/shootings. It's a preventative measure, see. Ideally. "This is under consideration as a way to make sure that we keep homicides and some of these other violent crime(s) down," Mayor Lee a former civil rights attorney, told The Chronicle's editorial board. "I think we have to get to the guns. I know we have to find a different way to get to these weapons, and I'm very willing to consider what other cities are doing."

Lee even went so far as to meet with Rev. Amos Brown, the president of the San Francisco chapter of the NAACP, who is onboard with the idea provided that "police officers will enforce it without using racial profiling and in a calm, compassionate way." Which: what?! That's really rich. Perhaps the fuzz can frisk unwitting suspects on soft pink clouds of lollipops and warm fuzzies while they're at it.

Meanwhile, controversial Chronicle columnist opined C.W. Nevius opines, "Stopping and frisking parolees and subjects on probation makes much more sense than randomly searching people walking down the street."

But how does Supervisor Malia Cohen, who represents District 10, the most crime-ridden parts of San Francisco, feel about it? She's not pleased. "Wow...That's shocking and alarming," she exclaims to the Chronicle.

When CNN and Fox News initially misreported that the US Supreme Court had struck down the so-called individual mandate in President Obama?s Affordable Care Act ? the central pillar of the law ? a guy named Gary He went to work.

Mr. He, product director at Insider Images, per The New York Times, superimposed Mr. Obama?s face on the famous shot of President Truman holding up the Chicago Tribune from Nov. 3, 1948, and He posted the image on his Twitter feed. The Tribune had initially, and wrongly, reported that New York Gov. Thomas Dewey (R) had defeated Mr. Truman, based on a bad hunch by the paper?s political analyst.

The foul-up by CNN and Fox happened for a different reason. According to the Times, both news outlets had come to the point in Chief Justice John Roberts?s majority opinion declaring that the mandate was unconstitutional under the Commerce Clause, and then ran with it. In fact, the court had also ruled that the penalty for failing to buy insurance was a tax, and therefore the mandate survived.

Thus, Obama is the new Truman. And in the 2012 version, he is holding up a tablet showing the CNN home page declaring, ?Mandate struck down.?

Charlie Sheen Denies Hotel Room-Trashing Allegations


Charlie Sheen says he's a changed man who is no longer winning. But it may take awhile before the public believes him.

The actor's rep has come out and shoot down reports that Sheen repeated his performance from October 2010, when he trashed a NYC hotel room and got into it with a call girl while on a trip with his ex-wife and two daughters.

This time, once again, Sheen has been accused of abandoning Denise Richards and his kids in favor of a wild party at the Ritz-Carlton with female escorts. HOWEVER....

... Sheen's rep tells Us Weekly that any such claim is simply false:

"Charlie did not trash his hotel room. He checked in to room 2207 on Friday and checked out of room 2207 today. Charlie was not told that he is no longer welcome at the Ritz Carlton."

A spokesperson for the Ritz-Carlton Hotel Company also backs this story, saying: "The hotel room was in pristine condition on Friday, June 22 and remains so today Tuesday, June 26.

"Should Mr. Sheen wish to book a room in any Ritz-Carlton hotel in the portfolio, we would be delighted to host his stay."

Okay then. This is probably very good news for Sheen's comeback attempt (his new FX series, Anger Management, premieres tomorrow night), but far more boring news for celebrity gossip sites around the world.

I can?t tell you how many times I?ve been asked out to some fattening restaurant, and instead of worrying about what to wear, I was busy worrying about what I was ?allowed? to eat. It?s normal to obsess about the details?like how to seem like a cool girl who eats without looking like a cow, or how to stick to your diet but avoid being one of those ?salad-eating girls? who orders everything on the side. But they don?t have to take over your dating life. Your goal should be to strike a balance: Enjoy the meal, and still feel good about your choices afterward. Here?s what I tell myself, and my clients, before a big night out on the town. Pick the place If your date asks you to suggest a place to eat, check out menus online first so you can scout out the healthier options. Sushi , Mediterranean , and Spanish tapas places are typically full of healthy, delightful, and well-portioned fare?while sports bars, ethnic cuisine, and heavy French food might make it more difficult to find the best choices. Ambiance matters too: Research has shown that eating outdoors or in lots of bright lights can help you eat less, perhaps because you?re paying more attention to your date and the pleasant surroundings. If you get stuck in a total fattening zone?a Super Bowl party or an all-you-can-eat buffet, for example?then try everything but don?t fill your plate with any one thing. Snack first Spoiling your appetite just a little bit is a good thing: You will most likely be going to a restaurant with lots of fattening choices, starting with a tempting bread basket. But if you eat a 200-calorie, high-protein snack ?such as edamame, whole-grain pita with hummus, a packaged veggie burger, or a handful of nuts?right before leaving the house (or at most, no more than three to four hours earlier), you should be able to tear off just a small chunk of bread, dip it in some heart-healthy olive oil, and push the rest aside. Snacking beforehand will also keep you from drinking on an empty stomach, which can lower your inhibitions about food and leave you ravenous. Drink in moderation If you decide to have a drink or two (no more than that, though!), choose a clear-liquor cocktail like a vodka tonic or my SkinnyGirl Margarita ?clear tequila on the rocks with lime and a splash of citrus liqueur. Typically, darker liquor has a higher sugar content; plus, many people say they trigger worse hangovers the next day, provoking greasy eating binges. The most important thing to remember about drinking on a date (or anywhere, for that matter), is to drink water too: Have a full glass before, during, and in between each of your cocktails. It will help you feel fuller faster, and prevent overeating (and overdrinking) while helping to negate the dehydrating effects of alcohol. Order an appetizer Appetizers scare most people who are watching their weight, but to me, they?re like a gift: Most are already portioned for you (skip the sampler plate!), so overindulging is kept to a minimum. Still, it doesn?t hurt to order something with a vegetable base, like a mixed greens salad or a non-cream soup. Skip?or share?the entree Restaurant entrees are way too large in this country: It?s a fact that if you eat out more often, you?ll gain weight?unless you bundle up your leftovers or make smarter food choices. I can usually get around this predicament, however, by ordering a second decadent appetizer instead of an entree. At most restaurants, you?ll be able to choose small, single-serving plates such as crab cakes, grilled calamari, mini?burgers, or chicken sate. To turn your appetizer into a satisfying meal, order a side dish?or two if you?re sharing with your date. One should be green and healthy (sauteed spinach or broccoli rabe), and one more indulgent. If your date really wants fries, for example, have a few, but leave them on his side of the table. Here?s where you can practice my mantra: ?Taste everything, eat nothing.? Obviously, that doesn?t mean eat nothing , but it?s my way of saying it?s better to have a tiny bit of everything, including fattening food options, than to be left unsatisfied. With anything, including salad, always leave at least two bites on your plate. You?re eating enough to show that you?ve enjoyed the food and aren?t being wasteful, but in the long run, you?re saving lots of calories. If your date seems like a sharer (which is a quality you should be looking for anyway!), suggest ordering one appetizer each and then splitting a more indulgent entree. If you?re sharing a full portion (and still leaving two bites on your plate), you?ll be fine chowing down on a New York strip steak or a big bowl of pasta. Whatever you do, don?t order some boring steamed chicken breast that will make you miserable?because you?ll just end up eating when you get home. Enjoy a tiny dessert If your date suggests dessert, choose a cake with fruity toppings to share. Have a few bites, but aim for more of the fruit and cream and less of the cake. Or suggest foregoing dessert at the restaurant for an evening stroll with some coffee or ice cream from a nearby shop: You?ll probably have a few lower-calorie options there, and at least you?re getting some exercise! Practice often for best results Research shows that the more often you eat out, the more likely you are to become overweight?but by following these guidelines, there?s no reason you should limit your social life. Mixing up your dating schedule with activities that aren?t centered around a dinner table or a bar is another way to control your calories: Go bowling, walk in the park, see a band, or take a healthy cooking class. And when a dinner date is on your schedule, eat sensibly throughout the day?with well-balanced, protein- and fiber-rich meals?to prevent binging at or after the restaurant. Remember: Food should always come second to great conversation and company.

Soaring building will help economy | Inside Real Estate News

S. Robert August said Oakwood Homes's recent purchase of Banning Lewis Ranch property in Colorado Springs is a great deal for the Denver builder.

Home building activity in the Denver area continued to soar in May, with no slowdown in sight for at least the near term.

Builders in the metro area pulled 1,986 permits in the first five months of the year for single-family detached homes, 49.6 percent more than the 1,328 during the same period in 2011, according to a report released today by the Home Builders Association of Metro Denver.

May?s tally was the 14th consecutive month that builders pulled more permits when compared with the ?same month in 2011.

?The market continues to be strong,? said Jeff Whiton, president and CEO of the HBA of Metro Denver. ?Year-to-date, on single-family detached homes, we are up 50 percent and that is good. I?m sure next month will add to the string and the next two or three months also look strong. After that, it is just a little far out to predict what will happen. I just can?t see past the horizon.?

The survey covers the counties of Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Elbert and Jefferson and all of the communities in the counties.

The report shows that builders were issued 503 permits in May, up 71 percent from the 294 in May 2011. Some places saw huge percentage increases, even though the numbers were small. In Arvada, for example, builders pulled 39 permits for single-family homes, a 457 percent increase from May 2011, when a mere seven permits were issued. Longmont experienced even a larger percentage gain with even tinier numbers. In May, permit activity grew by a whopping 900 percent, as builders pulled 10 permits last month, compared with only one in May 2011.

Whiton said home sales activity is happening across the board, from first-time home buyers to aging baby boomers looking to downsize.

?The most popular price is in the $275,000 to $325,000 range, but we are seeing some increased strength in the $450,000 to $700,000 market,? Whiton said.

?Builders are telling me that they are seeing a lot of traffic (through models) and the conversion rate (to buyers) are very strong,? Whiton said, although the building activity is still only about a third where it has been historically.

He said master-planned communities seeing a lot of activity include Stapleton and Solterra in Lakewood. Housing consultant S. Robert August said last month?s purchase by Oakwood Homes for 2,600-acres of the northern portion of Banning Lewis Ranch in Colorado Springs was an ?spectacular deal? that will provide Oakwood with home building lots for the next decade.

Across the country, home building activity is expected to grow, Lawrence Yun, chief economist of the National Association of Real Estate Editors conference in Denver said last week.

?If construction loans begin to open up, I would not be surprised to see a 70 percent increase in housing starts,? Yun said during a panel discussion last Friday at the Brown Palace Hotel.

?The missing component of the economic recovery is a strong residential construction recovery,? Whiton said.

On average, a new home in the Denver area generates about $33,350 in fees, permits and taxes and each new home creates an average of 3.3 new now jobs,and every two homes built creates an ongoing need for another full-time job each year, year after year, he said.

The No. 1 builder the metro area in the first five months of the year was Century Communities, with 390 permits, according to the HBA of Metro Denver. Whiton said that home builders also have benefitted from the dearth of resale homes on the market. The inventory of previously owned homes in the Denver area is at a 12-year low.

?While there is not a lot of unsold inventory of new homes on the market, if you order a home, a builder can often deliver it to you in 90 to 120 days,? Whiton said. ?That is much faster than it was even a few years ago. When you buy a resale home, it typically takes 30 to 90 days to close, so the difference isn?t that great.?

The HBA report also showed that activity for single-family attached homes, primarily townhomes, rose by 14.6 percent to 307 from 288. And apartment activity also continued to soar, with 1,101 permits pulled year-to-date, 134 percent more than the 470 in the first five months of 2011.

Ability to estimate quantity increases in first 30 years of life

ScienceDaily (June 27, 2012) ? One of the basic elements of cognition?the ability to estimate quantities?grows more precise across the first 30 years or more of a person's life, according to researchers supported by the National Institutes of Health.

This intuitive grasp of numbers, also called an approximate number sense, or ANS, is tied to concrete math skills at every stage of life, the researchers found.

Previously, the researchers have reported that ninth graders with a math disability were more likely to have an imprecise number sense. They also have found a correlation between an inherent grasp of quantity and such basic number skills as counting among children as young as 3 years old.

The new finding that the ANS grows sharper from birth through a person's childhood, teens, and twenties also suggests the possibility that environmental factors, such as education, may influence the strength of the ANS and that education could help improve it. Because ANS proficiency is linked to math ability, instruction to improve the ANS might be used to prevent the development of math learning disability or help remediate this disability, the researchers said.

"People who struggle with a math learning disability may also struggle with day-to-day tasks such as estimating a bill or judging calories as part of a diet," said Kathy Mann Koepke, Ph.D., of the Child Development and Behavior Branch of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), the NIH institute that supported the study. "Research shows that differences in math ability in school can have a large impact on later health, as well as income, over a lifetime."

First author Justin Halberda, Ph.D., of Johns Hopkins University, Baltimore, conducted the research with Hopkins colleagues Ryan Ly and Daniel Q. Naiman, Ph.D., Jeremy B. Wilmer, Ph.D., of Wellesley College in Wellesley, Mass., and Laura Germine, Ph.D., of Harvard University, Cambridge, Mass.

Their findings were published online in the Proceedings of the National Academy of Sciences.

People use an intuitive number sense to estimate and compare quantities in everyday life as well as in the classroom. For example, people use this sense when judging which line to enter at the grocery store. In human beings, this sense is present from birth. Studies have shown that many animals also have an innate ability to estimate quantities.

To collect information about the functioning of the ANS, the researchers posted a 10-minute test on their website, http://www.panamath.org. During the testing, visitors to the site were shown varying quantities of blue and yellow dots and each time were asked to estimate whether they saw more blue or more yellow dots.

Each person also filled out a brief questionnaire answering questions about his or her own mathematical ability, performance in science and language classes, and level of computer skill. More than 10,000 people from around the world took the test and the researchers catalogued their scores by age.

The study authors noted that recruiting study volunteers on the Web allowed them to recruit a larger and more diverse group of participants than would have been possible in a conventional laboratory setting. They cited several studies which compared Web based sampling to a number of different types of other study sampling methods and found comparable results.

The researchers found a pattern showing that, for people 15 to 30 years of age, older persons typically had better ANS ability, suggesting that ANS improves over time with development and/or experience, up until about 30 years of age. However, a greater number of participants over the age of 60 had a less precise number system. This was a general trend over a large population, with a high degree of individual variation suggesting ANS ability might fade over time in some, but not all people. The researchers also found that a more precise number sense corresponded with participants' self-rating of their math ability, controlling for age, science, language, and computer skills.

"We saw people in their 70s with scores as precise as the best-performing 30-year-olds," said Halberda. "At the same time, 1 adult in 8 had an ANS score that was less precise than a typical 11-year-old child."

The researchers said that educational efforts to improve number sense might help people across a wide range of ages.

"It appears that there is a large window of opportunity to intervene," said Halberda. "A precise ANS may be the foundation on which we build formal mathematical skills, and if that's true, early help for children at risk for math disability could have a big, lifelong impact. However, these results suggest that we might help adults too, by trying to refine their ANS."

Videla denies Argentine dictatorship baby thefts

(AP) ? Former Argentine dictator Jorge Rafael Videla denied Tuesday that his government stole babies from women who were detained and then executed during the country's 1976-1983 dictatorship.

Videla, 86, was defiant as he testified during a trial on charges that his administration stole 34 babies from their mothers as they were held in torture centers, going so far as to blame the women.

"If the removal of an underage minor took place, it was not because of an implicit order . framed in a systematic plan and coming from the upper ranks of the armed forces during the years of the war against terrorism," Videla said. With his thick glasses, white hair and mustache, Videla looked more like a grandfather than the former strongman who was sentenced to life in prison in 2010 for kidnapping, torture and murder.

Videla continued: "All the pregnant ones referred to in the suit and by prosecutors were active militants of a mechanism of terror and many of them used their child embryos as human shields when they operated as fighters."

Human rights groups estimate that up to 30,000 people were killed in a government-sponsored crackdown on leftist dissidents during the so-called Dirty War. Official estimates put the number at 13,000 ? many of them women, whose babies were kidnapped and adopted by army families or allies of the regime and illegally registered.

The activist group Grandmothers of the Plaza de Mayo says some 500 children were born while their mothers were in captivity. The group has helped 106 of them reunite with their biological families. The kidnapping of babies from mothers in captivity is considered a crime against humanity.

Videla led the military junta from 1976 to 1981, following a coup that he staged with other military officials. He is now on trial for kidnapping and hiding minors under the age of 10 during the dictatorship. Argentina's Supreme Court struck two amnesty laws in 2005 that had protected military officials from dictatorship-era human rights crimes. Since then, many of the officials have been jailed.

Prosecutors are asking for a 50-year prison sentence for Videla, who was sentenced to a second life sentence in 2011 for human rights abuses. The prosecutors argue that the military regime set up detention centers where mothers were kept until they gave birth.

During closing arguments Tuesday, Videla said he was a political prisoner and called the case a farce set up to satisfy "a quest for revenge" by those who were "defeated by the military" in the 1970s.

"I will assume under protest the unjust sentence that I might be given for my contribution in the achievement of national harmony," Videla said.

The trial began Feb. 2011 but the sentence date has not been set yet. Also standing trial is Reynaldo Bignone, the last president during the dictatorship, as well as several former military officials and a doctor who assisted the pregnant women in captivity.

At the time of the Dirty War, the junta denied any knowledge of the baby thefts, let alone responsibility for the disappearance of political prisoners. In public, the U.S. government also was circumspect, even as the junta's death squads kidnapped and killed its opponents.

A former U.S. diplomat testified earlier this year that U.S. officials knew Argentina's military regime was taking babies from jailed dissidents during the Dirty War and that it appeared to be a systematic effort at the time.

We're two days away from heading out to the Google IO developer conference in San Francisco. But no rest for the wicked. It's a working weekend. And that means one thing: A notes column!

  • My tl;dr predictions for Google IO (look for a more thoughtful piece on Monday): 7-inch tablet, preview of Jelly Bean (no code drop or anything though), hopefully some news that'll keep Google TV afloat. Plus a bunch of Chrome and other non-Android type stuff.
  • Speaking of Google IO ... Can't wait to meet all the great devs and other attendees. It's cliche, I know, but it really is the coolest part of the week.
  • That and seeing Jerry's beard in person.
  • Here's a good one from CrackBerry Kevin, a couple hours after he bought a $200 Vuvuzela app. "Oh, cool! You can get refunds on apps?" Me: "Oh, right. Yeah. In the first 15 minutes after purchase. I probably should have mentioned that sooner." Whoops.
  • I'm still very much enjoying the Galaxy S III. I'm not crazy about TouchWiz, sure -- the design just doesn't live up to the sophistication of the phone itself, nor does it complement Ice Cream Sandwich all that well. And I'm also not jazzed about Samsung putting a menu button on the phone. (LG's done that as well, as you'll recall.) Should be some interesting discussions on that this week. But the design of the device itself is excellent.

Breaking Bad News

In an exam room in his modern clinic in Berlin, Dr. Heiko Jessen takes his patient?s hand; ?I don?t have good news for you? he begins, giving what he calls a warning shot before delivering the bad news. He looks into the young man?s eyes, ?Your HIV test came back positive.? The patient, Joseph, a twenty-three year old American living in Germany, asks a few questions and then breaks down in tears. Jessen rubs his back, his quiet embrace giving him space for the larger emotional release.

The doctor patient relationship is a unique one, a precarious balance of trust and influence. Physicians must ultimately find a compassionate way to give their patients difficult news. Yet, this is not so easy. A study published in February found that physicians struggle with honesty, with over half admitting that they?ve been inappropriately optimistic when diagnosing their patients. Physicians have difficulty giving their patients the open, honest dialogue they need.

To address this, medical schools are adding courses in patient communication. Two decades ago, only a minority of schools taught communication skills, today, almost all of them do, including mock-patient workshops, where students can directly test their ability to talk with patients about complicated issues. One of the first of these courses was at Humboldt University in Berlin, Germany. This course, termed ?breaking bad news,? started in 2000 as a tiny group of only six students practicing role-playing. A decade later, the course has become a mandatory part of the curriculum and a model for physician communication classes worldwide.

Jessen, who has wide experience in giving poor diagnoses, has been part of the ?breaking bad news? course since the beginning. He teaches an especially popular session, where he brings in patients with whom he has had to make particularly difficult diagnoses, allowing students to directly speak to the patient. These conversations get to the heart of which parts of the diagnosis are most difficult for patients and what communication tactics are ultimately effective.

This evening, Jessen has brought Joseph, the young American man he diagnosed as HIV positive, seven years earlier. The setting is intimate, ten students gather about Jessen and his patient. The atmosphere is casual as Joseph begins to tell his story, the students gradually warming up, asking questions. Jessen is there to direct the course but mostly he lets the patient speak, preferring the informal nature of the session. To his surprise, Joseph becomes emotional. Although it has been almost a decade since his diagnosis, the patient begins to break down in front of the class, tears mixing into his difficult story and his memory of what it was like to be told he was HIV positive.

He met Jessen when he was just twenty years old at a club in Berlin. Like many of Jessen?s patients, their relationship encompasses trust and friendship, a bond that makes the difficult business of breaking bad news easier for the patient. In fact, Jessen argues that getting a difficult diagnosis is far easier from a family doctor, a person who has built a relationship with their patient and will be there for the long run, rather than a specialist.

Studies indicate that empathy plays a significant role in the clinical outcome for patients, further underlining the importance of the patient-doctor relationship. Physicians have a connection with their patients unlike any other profession. Doctors touch their patients, both physically laying hands on their heart and head, but also emotionally, representing a safe place to speak about hidden fears. A poor diagnosis involves intricate communication skills: the ability to explain as well as listen, to lead the patient into complex decision-making, and to involve those people the patient is closest to. Predictably, physicians trained in these communication skills are far less likely to suffer from ?burn-out? and psychiatric distress.

As Joseph speaks to the medical students he realizes that he has not entirely accepted his own difficult diagnosis. Despite the support and resources he?s received, the difficulty of his disease still weighs on him. Bad news may forever change the doctor-patient relationship but, at its core, giving patients the honesty and empathy they need is as critical to a diagnosis as any PCR test.

Health boards are not providing enough information about their spending to allow Holyrood to scrutinise whether they are providing value for money, a committee has warned.

The Scottish Parliament?s Health Committee said there was a lack of clarity surrounding how Scotland?s 14 boards spend their share of the ?11 billion NHS budget.

Convenor Duncan McNeil said: ?Health rightly receives one of the biggest allocations of the Scottish Government?s budget. The role of the Scottish Parliament is to provide scrutiny to ensure that public money is spent wisely.?

He continued: ?Whilst our 14 health boards now provide MSPs with some information on how they spend their budgets, the issue we now face is the quality and clarity of that information.

?As a result, the committee has been unable to answer fundamental questions about how NHS boards spend their budgets ? questions that relate to the quality, efficiency and planning of NHS services.?

The Royal College of Nursing (RCN) said the call to improve clarity is ?entirely justified?, and wants to see ?proper scrutiny? of how money is spent.

Theresa Fyffe, director of RCN Scotland said: ?Everybody who cares about our NHS needs to engage in a proper debate on how the budget available can be spent on services fit for the future and this is only possible if we know what money is currently being spent on and what plans health boards have for the future.?

Dr Fyffe said the public could only support NHS decisions if they are presented with a ?clear picture of the pressures that the health service is under and the choices it faces?.

In a report published on Monday, the committee said NHS savings were important but the quality and consistency of services must be maintained.

It has set out plans to further scrutinise whether this is being achieved by boards and will also assess the balance between additional funding for boards and cost pressures on the whole healthcare system. The committee welcomed assurances from Health Secretary Nicola Sturgeon that further information on boards? spending would be forthcoming.

Oil Gas outlook at KG D6 still gloomy consortium to pump more money

MUMBAI (Commodity Online): The outlook for natural gas reserves at Krishna Godavari ( KG D6) basin in which Reliance Industries Ltd (RIL) led consortium is planning to pump $4bn to develop satellite fields looks gloomy, according to indications given by Niko Resources Ltd, Canada, one of the consortium members.

?Proved plus probable reserves at D6 as at March 31, 2012 have reduced to 193 bcfe but it is important to recognize that coincident with the reduced reserves there is approximately a $700 million reduction in future capital,?according to Niko Resources. Oil major BP also has stakes in the KG D 6 and the two global oil giants were roped in to ensure technology and expertise for greater gas generation from the region.

Niko Resources further reported that:?Field performance at the D1/D3 field during 2011 demonstrated higher than expected pressure draw?downs and material balance estimates began to appreciably differ from in place gas volumes derived from geologic mapping. An assessment of reservoir performance concluded that, contrary to the previous geological model, the current D1/D3 producing wells did not appear to be receiving any contribution from outside the main channel areas. Two wells were drilled to determine the incidence of reservoir outside the main channel fairways. Reservoir analysis of these wells coupled with analysis of the field pressure behavior referred to above has resulted in the need to develop a revised geological model to better represent the field performance.

At the Annual General Meeting of Reliance Industries Ltd (RIL) in early June, Chairman Mukesh Ambani said that KG D block had already suppled more than 1.8 trillion cubic feet of natural gas and more than 19 mn barrels of crude ol to various consumers in the country. But the rapid fall in expected reserves causes concern and BP?s involvement in the project is expected to help unearth more resources in the basin, he added.
